Through the mapping of data sources available at the territorial level, a series of interviews with privileged witnesses, focus groups with institutional interlocutors and stakeholders of the economy and society, the study aims to provide indications for the creation of a structure to support metropolitan governance in the field of economic and social development. Starting from the paradigm of territorial development understood as "shared development" in its dual sense – as development oriented towards the collective good (and not the pursuit of particularistic interests) and as development based on a vision of the future defined starting from processes of listening to local actors and co-planning – the study aims to collect information and indications and experiment with a working method functional to the institutionalization of territorial development practices. co-construction of development policies.
