In July 2025, the UN Secretary-General transmitted to the General Assembly a document entitled Report of the Special Rapporteur on violence against women and girls, its causes and consequences. The different manifestations of violence against women and girls in the context of surrogacy. In the Report, Reem Alsalem - UN Special Rapporteur on violence against women and girls - offers a critical reflection on surrogacy, analyzing the phenomenon, its scope and implications in terms of violation of human dignity, global inequalities and risks of gender-based violence. The document highlights the economic and psychological vulnerability of the subjects involved, underlining the ethical and legal criticalities at the international level.
There is an urgent need to ensure legal safeguards for the protection of human rights and to prevent the commodification of the female body and children.
